to entertain Capt. Walkins'
complaint, he, Mr. Labouchere,
was fully aware

of the hopes which
Capt. Walkins had been
led to entertain.
His Grace
sees no reason,
therefore,
for reversing
Mr. Labouchere's deliberate
decision, and must
decline
to reopen
the case.
